这是有关中国人权事业发展的第九本蓝皮书，重点分析研究2018年中国人权事业的近期新进展。全书包括总报告、专题报告、调研报告和个案研究以及附录。总报告重点讨论了改革开放与中国人权事业发展之间的关系，将改革开放后中国人权事业发展分为两个阶段。18篇专题报告聚焦于2018年中国人权事业各领域的发展状况。报告实事求是地反映了2018年中国人权事业的实际发展，客观地分析了取得的进步和存在的问题，并在充分研究的基础上提出促进各项人权保障的政策建议，对中国人权事业发展的前景做出展望。

作者简介

李君如，研究员，博士生导师，中国人权研究会副会长，第十一届全国政协常委，国务院政府特殊津贴享受者，发表《中国在人权事业上的历史性进步》《人权实现及其评估方法研究》等学术论文，曾获联合国艾滋病规划署颁发的“艾滋病防治特殊贡献奖”。常健，教授，博士生导师，中国人权研究会常务理事，南开大学人权研究中心（国家人权教育与培训基地）主任，国务院政府特殊津贴享受者，著有《人权的理想·悖论·现实》《当代中国权利规范的转型》《中国人权保障政策研究》等，参与翻译《人权百科全书》《领导学》《公共部门管理》，在专业学术期刊发表学术论文100余篇。Researcher, doctoral supervisor and former Vice President of the Party School of the Central Committee of Communist Party of China (CPC). Li now serves as the Vice President of China Society for Human Rights Studies. He is also a member of the National Committee of 10th Chinese People’s Political Consultative Conference (CPPCC) and the Standing Committee of the 11th CPPCC, and beneficiary of special government allowance from the State Council. He has published a number of academic papers including “Historic Progress of China in the Cause of Human Rights,” “Realization of Human Rights and Research on the Evaluation Method,” “Social Construction and the Cause of Human Rights,” “The 12th Five-Year Plan and Development of Human Rights in China,” “The Revolution of Chinese Culture and the Progress of Human Rights,” “China Dream: The Dream of Human Rights for Chinese People” and “Achieving Full Protection of Human Rights in Fully Advancing the Rule of Law,” and obtained the UNAIDS (the Joint United Nations Programme on HIV/AIDS) Award for Outstanding Contributions to the AIDS Response.
