本书的核心在于提出并论证了“情报介入”的创新模式，主张情报工作必须深度嵌入“定策、施策、评策”的完整决策链中，从而发挥风险感知、过程控制与纠偏斧正的关键作用。书中详细阐述了该保障体系的五大核心构成要素：以信号分析为基础的风险识别与监控方法、支持全流程的先进情报工作技术、跨部门的协同联动机制、可持续的情报人才培养体系，以及确保体系有效运作的实证化干预机制。

作者简介

胡雅萍，南京邮电大学青年专聘教授、硕士生导师，毕业于南京大学，获管理学博士学位，入选江苏省“333高层次人才”第三层次培养对象及南京邮电大学“华礼人才”之“拔尖人才”计划。长期致力于安全情报、智慧养老及竞争情报等领域的研究工作，主持国家社科基金2项、江苏省社科基金等纵向项目5项、横向项目3项，参与国家社科重大项目、教育部重大项目等各类课题30余项。在CSSCI、SSCI等中英文核心期刊发表学术论文40余篇，参编著作7部。多篇成果被人大复印报刊资料收录，获得省部级领导批示及相关部门采纳。曾荣获江苏省教育教学与研究成果三等奖、江苏省“社科应用研究精品工程”优秀成果二等奖、中国人口科学优秀成果三等奖（第七届、第八届）及江苏人口发展优秀研究成果一等奖等多项科研奖励。
